Maybe the Texas Rangers got involved because when Garcia got arrested for domestic violence, the case was quickly dismissed.

I don't know either way, but domestic violence cases being dismissed are so common that you can't assume it had anything to do with his elected office.

I thought it was dismissed because they arrested both him and his lady, and neither wanted to testify against the other. DA didn't have enough evidence…

The Rangers won't have anything to do with charges being accepted or not. The local elected prosecutors (and their offices) make that decision.

None of that has to do with the Rangers. Special prosecution decisions are made by the actual prosecution office, not law enforcement. If there is a conflict of interest, the elected prosecutor can seek a special prosecution to handle prosecution of the offense. The County Attorney could have done that in the other case as well and chose not to.

But the decision to prosecute (or not) will be made by Rockwall Co not Brazos Co prosecutors, no?

Correct. My statement was in regards to general cases, not this one specifically. Law enforcement cannot request special prosecution. That is the sole discretion of the elected prosecutor.

You are right. Rangers come in, at the request of the DA, to investigate public officials. Jarvis is bringing in a special prosecutor to avoid the appearance of impropriety since all felony cases are filed with the District Clerk office.
