This kind of tactic might be considered fiscally responsible. However the OP has painted the City as a benevolent benefactor to the firefighters while claiming essentially that the supporters of civil service are just selfish. This tactic would certainly ruin any spin that the City wants to put out there in regards to their relationship with the FD.
