CS leash ordinance?

My understanding is that CS has a leash ordinance. We have a neighbor with a very large German Shepherd that they do not leash, and that they let out freely in their driveway and front yard. Today I watched it bark and run across the street at some people who were walking on the sidewalk. The people froze, and it took an uncomfortable amount of time for the owners to get to the dog to control it. The dog was not responding to any verbal commands.

Is there anything other than talking to the neighbors to do about this? We have small kids in the neighborhood, and I certainly don't want to be on the wrong side of this dog if it decides I'm not allowed where it thinks I should not be.

Yes. You can call CSPD and ask for animal control (979-764-3600). They will normally go have a conversation with the homeowner. Better to have documentation in case something were to happen in the future.

I believe the dog must be under control by its owner. If it left the property and could not be controlled by the owner, then this was against the ordinance.

For sure. The neighbor is definitely risking a ticket for the dog causing problems. I just meant that the dog being off a leash on their property isn't neccesarily a violation of the leash ordinance.

It's against the ordinance if you can't control your dog. The dog should not be loose in their yard if they'll charge anyone that walks by. I used to run with my dog (on leash). He was charged so many times by dogs loose in yards/drive-ways, that he developed severe anxiety. It was heart breaking I could no longer run with him because owners couldn't control their dogs.

In Bryan, it's a $500 fine per animal if its roaming the street in front of their house, or even unsecured in their front yard...

I asked this of Bryan animal control because my new neighbor has large, free roaming dogs, and im terrified of anything bigger than a chihuahua.. (I was chased and tree-ed by my neighbors attack rottweilers and German shepherds (several of each) multiple times when I was around 8 or so...)

ANimal control doesnt even have to go out now... they take your word for it, according to the officer... and if multiple neighbors complain they just issue a fine... according to the officer...

I guess the neighbors would be willing to spend the time and effort to attend court proceedings as a witness. If I was the neighbor, I sure would have a video of the dog out running loose off the property.

Doesn't seen legal to just have two or three persons make false complaints and you automatically get a ticket?

I'd highly recommend talking to the neighbor first and foremost.

Explain your position and ask them kindly. But the ordinance does state they are allowed to have their dogs off the leash within the bounds of their property.

I had a member of the HOA be vindictive against me (I made a ruckus after being forced to cut down a tree) last year - snuck a photo of my dogs being off leash in the neighborhood, while also playing with 3 other off leash dogs of the neighbors. I got a ticket and no one ever knocked on my door when I wish they would have.

Now instead - there's animosity unnecessarily and thankfully they live on the other side of the hood from
me. Just my two cents but you'll have to live next to this person - so it's recommended to try and keep it amicable as possible.

Get to know your neighbors... I know in a college town, neighbors come and go frequently. I try to keep up but it can be a challenge.

I would try to talk to the neighbor first. GSD are amazing dogs but if they are not very well trained it is very risky to have them off leash. They have been bred for a long time to be attack and guard dogs and they are great at their job.

Just taking a person's word for it is ripe for abuse.

Talking to the neighbor is definitely step 1. It is helpful to be informed about what else can happen so if it comes up, I can feel like I can offer some addidtional info.

The situation didn't seem problematic till I saw them unable to control the dog, and the dog running at and barking at people who were on the other side of the street.

I wonder if you are my neighbor. We have a German Shepard in our neighborhood who is sometimes on a leash and sometimes not. He has chased both my husband and me at different times when we were out for a run. I just take a different route now but have wondered about the safety of the dog's behavior.

Next time it happens, try and take a video or picture and report it on the seeclickfix app/site. There is a category for Animal Control. You can tie the complaint to the address.

We had a similar issue a few years ago in CS. When I spoke with animal control they said theyd talk to owner first but if it kept happening to try and get a photo or video with a timestamp and they could write a ticket based on that.
