I'm not fully familiar with all of the gun laws, but please educate us on how firing a weapon you legally own in a presumably legal place(gun range) can get you fined and the weapon confiscated.

Not sure I follow you. The presumption was someone shooting in a vacant lot or something. The OP said, "the vicinity of Rio Grande and Rock Prairie." OP did not specify a shooting range.
Are you saying that shooting in the city limits in a parking area or vacant lot or someone's front lawn is legal?
