She's facing up to ten years and she also has three prior credit card fraud convictions that the article didn't mention, so thirteen prior convictions. The longest she's gotten before was twelve months

Some of these people must feel like they get better housing , healthcare, and food behind bars than they do out in the free world.

She has been prosecuted, though. Most recently, Judge Hawthorne sentenced her in May of 2022 to 12 months in jail. Judge Bryan sentenced her to 12 months in November of 2019 after dismissing her other case in 2016 (which is interesting since she appears to be a frequent flyer in the courts). Judge Gore sentenced her to 90 days back in 2013. Judge Zachary sentenced her to 9 months in 2007. Judge Davis gave her 180 days in 2006 when she had already served 30 days earlier that year (also for Rick Davis). She received 35 days in jail just the year prior in 2005. It goes back all the way to 1999 when she was first sentenced to only 7 days for failure to identify a fugitive (not her first arrest, mind you). She's being prosecuted. The DA's office is doing their job to get her locked up. The bigger issue is how things don't seem to be bad enough to keep her from wanting to go back.

If some of these thefts are misdemeanors, which they probably were, it takes several theft CONVICTIONS to make a small theft into a felony.
So that takes time and several arrests.

Theft of any amount with two or more prior convictions is a felony. Her first two theft convictions were misdemeanors, but the rest were felonies.
