I think it was 2018. I say that because the day in 2019 his mugshot was on front page and we connected the dots and realized it was him that scared my daughter in his "murder van" (her words) about a year prior!

It was always squashed at the department level so a few levels up. I don't know if anyone at the division level was ever aware.

I have no doubt this guy was stepping up his game! I thought sure they would find something out there.
If I remember correctly, the detective that I spoke with told me they could not find him registered with Uber etc..
which had me all the more alarmed as my daughter had contacted one of those ride share companies and so my question was how did him in this van get that request?
