Both Lowe's and Home Depot used to. I'd give them a call first.

For the tube types, my dad used to wrap them up with cardboard and tape and put them out with the garbage. For the bulbs, just toss them.

Lowe's has a container just for this. Put the bad bulb in a grocery plastic bag and put it in their container. Container near the customer service desk but easy to get to.

I put them in the trash can and whack 'em with a hammer. Very satisfying.

I get rid of mine at the landfill's semi-annual free hazmat turn-in.

Per Home Depot
"To recycle CFLs at The Home Depot: Locate the recycling bin at the entrance of any Home Depot. Place your bulbs in the plastic bags provided and drop them in the bin. There is no charge for recycling."
