If it it positive this gives them time to present a timeline and plan to the public & health care workers.

I have an expert/friend from A&M that confirmed as much.
Said it is probably confirmed test, and they can't release it because they need to contact the the chain of people exposed...
If they released the results, people would scatter making things more difficult.
