The scanner is quiet so they're on a tac channel, but from what some people have said on Twitter, there was a shooting.
Edit: They just had a call for the fire department to roll to the Days Inn, but no lights/sirens and to stage for a "police incident."

Definitely a wig but I think the person is a female. If you look at her booking photo from a month prior, she just looks like she has some sort of hair loss issue.
