So if the government outlaws bombs and passes laws restricting their use, would it make us any safer from incidents like that of the Boston Marathon?

Does anyone know when the Senate will actually vote on this measure?

I still fail to see what is so different about a college campus. If you are 21 years old with a clean record (nothing more than a traffic ticket), you can get your CHL.
$300-$1000 for the weapon
Recurring cost of ammo
$75-$100 for the CHL class
$140 application fee
$10 finger prints
So after that college student drops the better part of $1000 to get their CHL they can carry all over town. WalMart, Whataburger, the city park, the public library, the mall, their girlfriends house, etc. When they go to the bar they're supposed to leave the weapon in their car. If they drink they're not supposed to carry it again until they're sober. These young men and women are carrying right now, and have been for years. Yet the streets have not run red with the blood of their fellow citizens.

I just cannot fathom the arguments used to prevent those individuals from carrying when they're in class.

FlyRod,
As it sits today it won't get out of committee in the Senate. Whitmire is a problem. The damn 2/3rd rule is killing it.

Thanks for the update. When might a committee decision be final?

Regarding law-abiding CHL holders: http://www.txdps.state.tx.us/rsd/chl/reports/convrates.htm

In 2011, there were 63,679 convictions in Texas. 120 of those were convictions of CHL holders (< 0.2% of total convictions).

Also, for anyone who's interested, this is the aforementioned Castle Doctrine study: http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2189392

Not sure who wrote the abstract (EDIT: Howard Ross Nemerov - reading fail), but they had this to say:

quote:
[The authors of the study] concluded that Castle Doctrine enhancements to self-defense law had no deterrent effect on burglary, robbery and aggravated assault, and increased murder. However, there are a number of errors, assumptions, and miscalculations in their research that justify revisiting the question of whether or not Castle Doctrine laws have any impact on crime.

who gives a flip if the crime rate went down? The purpose of the law is to allow people to defend their lives and property without impunity.

I have confidence that our small government Republicans will pass the bill.

Sometimes folks just get passionate about really dumb ideas. Campus carry is one of them. Our legislators like this sort of grandstanding.

Please explain why carrying in a building on campus is any "dumber" than being able to carry anywhere else.

Perfect question. If most people (say college students) are not freaking out every time they're in public b/c someone around may being carrying a firearm, what makes them worry more if on campus (in a building)?
A crowded restaurant or stadium full of people is no different than a crowded classroom.

How would this work in the dorms? Would student be required to have a gun safe?

There's a very good empirical prof at A&M that looked into a related question about expansion of the Castle Doctrine and it's effect on violence. Guess what he found?
What he wanted to find?
