In person, that is.
I want to take care of this for a friend who is out of the country. I usually register by mail so I don't know the procedure. Cant register my buddy's car by mail bc it's expired already.

Do you have all the necessary paperwork? Renewal slip, proof of insurance? As long as you do, it shouldn't be a problem.

I do it for my husband's car, which is not in my name at all, most years since we forget until the last minute to do it online so I don't think it should be a problem. Oh and thanks for reminding me that his registration's due.

Yes, but I have to send all documents and a permission slip. This has happened several times to me.

Last October my Mother passed away and the registration for her car was due the end of December. Her will hadn't been probated at that point either. I just took her proof of insurance to the tax office and paid it with a check from my checking account. I explained the situation to the cashier and she said it was no problem at all and that anyone could pay her registration as long as they had proof of insurance for that vehicle. She said it happens all the time.

ETA: This was in person at the tax office. I did not have the renewal notice either. They can pull it up with the name and VIN number.
