The only Muni course in Nav is still the "old" Muni. Just because I'm bored, I'll relay the following....
What is now Pecan Lakes was originally supposed to be the new muni course. The old city council (bunch of good ol' boy golfer types) put the "new golf course" idea to a vote and it failed 3 to 1. Being the good ol' boys they were, they decided it'd be a good idea to spend a bunch of the city's money trying to figure out a way to get the vote overturned/disregarded. They succeeded and started getting bids to build the course. Of course (no pun intended), they had another good ol' boy buddy who said he could build the course for MUCH cheaper than his competition. The council chose him, knowing that he underbid the job by a lot and that they would simply approve any and all change orders he submitted to get the course complete and make a nice profit.
After much ado and many delays, the course was nowhere near complete. By this time (mid 2001), three of the five seats on the City Council were up for re-election. The citizens were pissed at the whole mess and voted the 3 members up for re-election out of office by a large margin. The new three came in and started to re-evaluate the old council's decision. In doing all of this, they discovered the "cange order" issue and that the old council had greatly inflated the "economic impact" statistics. After all was said and done, the "new" council figured out that it would cost the city a lot more money to finish the course than it would to just cut their losses and turn the course over to the developer to finish and run himself. They did just that, much to the delight of the ~99% of Navasotians who don't or can't afford to play golf.
Pecan Lakes has been and still is run as a privately owned course. I've personally never played it, but I hear it's decent.
