Not sure what to do since I don't want to use the usual suspects since it's a creek. Thought about just spraying with salt water and soap but idk

Creek bed or in a running creek?
If it is a creek bed, I wouldn't worry about residual after an hour or so.
Those little *******s are of the devil for sure!! We pull them by hand, but it can be overwhelming if you have too many.
We had a LOT of cockleburs, in one pasture, and shredding them was not a solution. 2,4-D was the solution.
I'm assuming Duracor (non-restricted) would be another good herbicide. Even glyphosate is inactive in soil, only works thru the foliage of the plant.

Assume the annuals. I cut at base and if they have burs I burn them. They seem to be quite susceptible to broad leaf herbicides.
I have them in fields and in a creek. Creek feeds Texoma so I'm really careful what I do there.
And yeah some years I have thousands of those damn things
