Yes, they would arrange for a firearms dealer to transfer to a firearms dealer in your state, and then you could pick them up there.

And can you clarify on how the raffle works. It says that the guns are raffled individually but that one ticket can win all 20 guns. So are they doing 20 drawings? Or one big drawing for all 20 guns? Or are they drawing for each gun and even if you have already won, you can still win again?

They'll do 20 drawings. Ticket that wins the first drawing goes back into the pot for second drawing. And so on.
