Repairing washed out concrete steps under ~1-2 of water

We have a small pond that has some concrete steps leading into it where the lowest step is about one foot under water and the second step is about 5" under water. The original work was suspect so the steps are still in rectangular shape but have washed out in the middle (like pot holes).

Could I just throw some bags of sackrete on top and as it starts to absorb water, then work it into the holes and flat? Or should I mix it up pretty dry and then use a tremie to pour it in and then work it flat with my hands?

The water is not moving or very little, and has no real pressure on it.

Any suggestions would be appreciated. Can't find anything good online for something this small/simple.

Barricade the water out and overlay all of it.

I don't think sackrete, or any cement product will work submerged. Maybe there is some sort of exotic product I am not familiar with, maybe something for completing wells or offshore drilling.

Pull the old steps out and replace with precast, or build a coffer dam as suggested and pump the water out.

Agree, looks like a perfect place to pull those and drop in a 3 step precast.

Sackcrete will absolutely work just dropped in, but don't tear open the bag until it's fully set (about a week or so).

But I do think a better idea is to isolate the area, pump out or lower the water then repair the steps.

Will the pond not below that by Labor Day? Might just be a timing and patience situation.

Thanks everyone. Agree after looking at in more detail today that i need to either build a dam and pump water out or buy precast steps.

I think you should either build a dam and pump the water out or replace with pre-cast steps.

You can absolutely pour cement under water. Never done it personally, but seen it done.

Precast 3 step should be under $300.

You might even be able to find someone with a some for sale stupid cheap or even just looking to have them hauled away if you have a bit of time.

I'm not sure I would mess with patching,especially that bottom one. The upper one would be no problem to patch but I think you'd quickly be in a similar position with just patching the lower.

You can build a closed form and do underwater pours and it will set but it isn't easy to do a complex shape as it may not fill completely. I'd set it up up to drop in a pre cast set of steps and just lower that down into place.
