Belize at San Pedro and Ambergris Caye is a way to go somewhere that's not a bunch of high rise resorts yet still have the amenities. It's still a relaxed island. Rent a golf cart spend a week. Snorkel, fish, rain forest, rent a private charter on a big catamaran

My wife and I went to Costa Rica last end of March/early April. Not sure if they changed policies but it was pretty reasonable/easy to comply...would recommend. We did Tamarindo for beach and La Fortuna for rainforest.

We did this exact same thing for our honeymoon in March a while back and I'd highly recommend it. Great country with a ton of opportunity for outdoor activities (fishing, white water rafting, zip lining, scuba diving, mud baths, horseback riding, etc.).

USVI & BVI, charter a 50' sailboat for a couple of days and enjoy the snorkeling. BVI has the Baths, 4 Indians, The Caves. Definitely get out on the water. March is better than the summer; which is hurricane season.
THIS is your answer!

St. Thomas USVI has lots of boats (power and sail) that you can rent daily or for multiple days. I think you still need a neg test, but masks are not an issue. St. John is beautiful! It may be filled up already and also more expensive than st. thomas. Tour the BVIs but based in USVI is probably the better way to go.

My wife and I went to Sugar Beach resort in St. Lucia for our honeymoon in May '21. We're already planning a return trip. The place was not busy at all, presumably due to Covid.

Had to have a negative test to fly each way, and they required masks in the taxis and while walking to your table in the restaurants. We were not able to leave the resort, but we felt no need to. I think this resort is often overlooked due to the more popular Sandals on the island, but we had an incredible time.

Roatan. You won't want to leave. English is the first language, U.S. currency is the primary currency, 2 1/2 flight from Houston, it's the best.

Victoria House, Belize. That's the answer.

Roatan is nice. I would stay away from the cruise ships. Great diving location. Been a while, but we stayed at Fantasy Island. It is an all inclusive dive resort. Not really a four seasons, but good for the Caribbean. That was 10 years ago though.

I have stayed in Manuel Antonio outside Quepos. Great location. Good beach, wildlife and even whitewater rafting. Diving kinda sucked though.

Another vote for USVI - St John's...catamaran with captain and first mate. Spendy but awesome.
