Probably wouldn't mess around trying to plug into the fuel rail on an outboard.
Look a the fuel line where it goes into the motor. If it is connected with a hose clamp, disconnect and use the primer bulb to pump gas out. If no primer bulb, I'd get a double barb fitting the size of your fuel line and a couple hose clamps.
I use a Milwaukee M18 battery powered pump with an impeller. Harbor freight makes something similar. Or you could use a primer bulb or hand pump.
If you don't want to mess with the motor, you could always plug in some tubing or fuel line directly into the barb fitting coming off the tank and suck directly from the pickup tube.

I built a wooden skid under the existing steel skid on this 250 gallon tank to make it easy to load with a front end loader. It will fit in the back of a pickup.
