I'm going mid April, what kind of fish can I catch off the dock? Just use shrimp and some fish bites?

live shrimp is pretty much the only thing i use. Mainly catching speck trout and reds (drum)

is it possible to paddle out of the canal and around to one of the neighboring bays to putz around or hang out on the sand? What is off limits?

I have a canoe I was thinking about bringing, is this dumb? Are kayaks the only safe option on the bay?

no slip weights for me. 90% of the time I am fishing the lights (either late or early) off my father in law's dock on Lake Madeline.

Depending on where you are leaving from in the neighborhood it can be a long paddle out. The "mouth" of JB can be a little rougher than I'd want to do in a canoe if the wind has been blowing.

Bring the canoe though and tool around the JB canals in it. If fishing the lights is slow at your rentals dock you have the option of fishing other docks. Just don't fish one that people are actively using.

Your canoe should be fine in the canal, but I wouldn't take it out into the bay.

I had the best success at night casting and reeling through the submerged lights, from a kayak. You'll see the fish in the lights if they are there. Glow swim bait (charge it with a head lamp), chrome rattle trap, mirro-lure. They were picky about the lure and retrieval speed. Fast worked better than slow. I paddled up and down the entire canal system and at the end of the week caught almost as many from our own dock, but the kayaking was more fun.

Live shrimp would be best, either free lined or under a popping cork, but they can be a pain to find, bring with you, and keep alive.

If the canoe is light or you have a set of wheels the water just to the west of Bob Smith rd is popular for wading and kayaks. Its protected water. Flat, marshy pasture land to drag canoe over- less than 100 yards
