as someone who has some 1st responder training, your number one job and the first thing you are trained to do is to protect yourself. you can't help someone if you're dead. being out in a hurricane is the definition of careless and reckless. saving a junkie isn't even on the same planet as this.
these people were told to evacuate and that there would be NO rescue for days. sorry, but anyone that stayed is on their own.

This. Low-pressure usually means stormy weather. High pressure means dry weather.

Usually our strong tstorm/ tornado season is due to low pressure fronts moving down and converging with high pressure conditions which creates the storms..

With a hurricane its a massive amount of low pressure that is very centralized, and the reason this hurricane is so bad is that there are 2 massive high pressure systems (one over the rockies and one south of Florida in the Caribbean) that is creating a sort of trap for this low pressure system to just sit.
