Just had Animal Control at my brother in law's house. Evidently this guy has been killing dogs and this one just dragged a chihuahua into the creek behind their house. My BIL took this photo a little bit ago.

Indeed. I don't know the breeds of the other dogs involved. My BIL was able to spook the cat away and the Taco Bell dog is at the vet.
Animal Control didn't seem surprised but they are poorly equipped for catching this cat. They placed a couple of traps along the creek but that's about it.

Basically all Animal Control in the area is not equipped with the equipment or knowledge.....or often the time.
