why didn't they just go with a Glock 17 and be done with it?

XDs aren't even in the same league as the M&P. I doubt very seriously that the DPS would trust the lives of its officers and the citizens of Texas to a piece of overpriced Croatian crap.

They get reduced cost and a round that more candidates can handle in training/under fire.

Why didn't they switch to XDs?

This plan was suspended due to too many malfunctions; including slides falling off of frames, sights falling off of slides, and internal parts breaking. Rumor is, the R&D that was supposed to have been completed was never done. Basically reports were fixed to set up a retirement job.
The Sig will stay for a while longer.

Have you fired a .357 Sig in the full sized Glock (whatever model it is)? I have, and the recoil isn't anywhere near as bad as one would think. Those training, including women, could get used to the weapon very easily compared to the 9 +P. I use Glock in this instance since it is one of the lightest full size handgun that one would think recoil would show up more in.
Hey, I'm a 9 guy -- I just don't think the other rounds are needed over a 9+p. However, I was surprised that the 357 recoil wasn't what I expected and for those that would put 500 rounds downrange in training, it isn't going to be a problem.

Anybody here shot the Sig P232 .380 ACP? Opinions?

As a lefty, a bunch of semi-auto pistols don't really work for me. As I remember (it has been a while since I shopped for a new one and I could be wrong on this) the M&P line didn't work for me. Do left handed troopers just have to adapt or what happens for them?
