I'm building a house. Should I pour a concrete pad for my propane tank or just put it on concrete blocks?

A tank that size should be on a pad. Especially if it is going to be hard lined into the house.

I think it is county or state. Mine is above ground, so I don't know much on the specifics of buried tanks other than a permit and inspection is required. Pretty sure my neightbor said he has to have yearly inspection, and we are in unincorporated county.

We moved into our house two years ago and the home had an existing 500 gallon propane tank on concrete blocks. Is there any danger in this or is slab just the better option when starting from scratch?

There is no danger CU. A slab is just better over the long term, looks better and is easier to maintain versus blocks.

Maintain is the operative word....blocks could be subject to movement from a variety of sources. I placed a storage building on blocks, and granted it's been many years, but some blocks have settled dues to erosion, critters digging under storage building, etc.
