Well it's to someone I know personally. It would be an in-person sale/transfer. Change anything? Because I know about a dozen people who would pay me for reloads.

If you manufacture for personal use, then maybe just sell a few extra and price at cost, I don't see them having a problem. If you're reloading to make a profit, you better be licensed. If I were you, I'd just do it with discretion.

You'd need an ammunition manufacturing FFL to sell ammo, reloads or new. The liability is huge IMO. Now, if your buddy bought components and came over and borrowed your press for a couple hours, no harm, no foul.
