Bought a Baretta pistol in December from Buds Gun Shop online and had it delivered to a local gun store in Houston for pickup.

I have until 1/31/13 to send in my rebate form to Baretta for my $50 mail in rebate.

It says along with rebate form I need a copy of the Form 4473. Where do I get this form? All I have is my receipt from Buds for the purchase and the receipt from the local gun store that shows I paid $25 to transfer.

Call the local gun store that did the transfer, and explain that to them. They should be happy to oblige and provide you a copy.

4473 is the paper you filled out when you picked up your gun. Name adress etc etc... Have you ever commited.... Etc etc

Odd they wouldn't just ask for a bill of sale or receipt. The 4473 is about a 5 page front and back paper that has some fairly sensitive info on there, including the ffls number.

Not only the FFL but potentially your SSN. Way more info them beretta needs or I would want to have sitting in a file at some corporate office.

My dad bought a PX4 from Academy a few years ago when Beretta was having a promotion like this. Academy would only make a copy of the first page of the 4473, saying too much of their company info was listed beyond that. Anyway, I don't recall whether or not he blanked out the social, but Beretta gave him his rebate with only the first page of the 4473. I hope this helps a little.

I lost out on a promotion by browning because my FFL refused to provide a copy of that form.

I'm not sure I'd want to participate in that promotion.

Any FFL that won't provide a copy of the form to a customer for something like this is stupid.

There is no FFL "sensitive" information on the form. The only thing that may be sensitive is your SSN if you choose to put it on there. In that case, white it out before mailing the copy. I never put an SSN on a 4473 and tell customers not to put theirs down unless they have a very common name.

All of the FFL's info on a 4473 is public record and available on the ATF's website including their full FFL#, etc.

PROVIDING COPIES OF ATF
FORM 4473 AS PART OF
COUPON/REBATE OFFERS
ATF has received numerous inquiries from FFLs
asking whether they may provide copies of the
ATF Form 4473 “Firearms Transaction Record”
to firearms purchasers participating in coupon/
rebate programs. Licensed dealers are required to
record firearms transactions on ATF Form 4473
and retain all records prepared for the sale or
other disposition of firearms as under 27 CFR
178.124 and 27 CFR 178.129, respectively. The
Federal firearms laws do not prohibit an FFL from
providing a photocopy of the ATF Form 4473 to
the buyer at the buyer’s request. If you have any
questions about this information, please contact
the Firearms Programs Division at (202) 927-
7770.

The ATF specifically addressed this question above. That said, i'm not sure if we/they are legally obligated to give you one either. I wouldn't have a problem with it.

You also have to remember that many FFL's are very nervous when doing anything out of the ordinary in regards to the 4473. Many of these folks have been audited many times and cited many times for simple mistakes on the form so when they're asked to do something that they're unfamiliar with they usually try to avoid it.

I'd take the form that I posted in to the dealer and ask politely to reconsider. Hope that helps.

The only folks an FFL is legally obligated to let see the 4473 w/o a warrant is the ATF IOI during the annual inspection. Anyone else has to have a warrant if the FFL decides to be unhelpful.

I can understand not letting any LE agency copy or see the forms w/o a warrant, but it makes no sense to keep the buyer from having a copy for a rebate.
