Trying to create a logo for our tailgate group. It is just something that would go on our tailgate banner and koozies.

Looking for websites or programs I can download that would have several fonts. Preferably it would allow me to create something from scratch and not just a generic logo.

I'd recommend Inkscape - It's a vector based design program like Adobe Illustrator. It's got a steep learning curve but should easily handle what you need.

I like 99 designs. not a pieces of software, but worth the price if you don't have time to make your own.

Got a nice logo for $200.

Had like 40 proposed ideas to choose from.

Was using 99designs worth it? I've been scared to take the plunge because of the unknown and if the designers would give worthwhile effort. And what is the value between the different pricing options?

Yup, go with Fiverr. Some of the "artists" basically just work from a library of generic pre-made work and throw something together, which you may or may not care about, but some of them do design their own art. It's reasonable priced. Make sure to select the correct package so you have the files you need. It's best if you tell the artist what you're intending to do with the work so that they can help make sure you've selected the correct package.

This. How we made the Texian Firearms Armadillo into reality.

There was a thread on the OB looking for a ranch logo/brand, lots of info in there.

99designs and fivver are the flea markets of design, you're pretty likely to get something ripped off or that's been used dozens of times before.

If you're willing to throw a bit of cash at it (about what you'd spend on 99designs), just ask around here and you'll probably find an Ag designer who'd be willing to do something for you.
