How long do you want to ignore this user?
Have an xps 9100 and have 2 blu-ray drives, neither of which I can get to work, one is brand new as I assumed the other was broken and bought a new one.

I have even attempted to install a USB dvd and it failed. It always fails when windows tries to install the new hardware.

Both drives have the following error in device manager. "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)"

I have gone to tell and update the bios and other firmware, no changes. Any ideas, nerdery?

Really random that iTunes was causing that. I wonder what the interference was. I despise iTunes with a burning passion (apple hater here) but even I found it hard to see how it messed that up.
