I don't think you can jailbreak the 4s yet on iOS 6.1.3.

You cannot jailbreak 6.1.3 on a 4S or higher because the evasi0n exploit was blocked and there is no low-level exploit available.

there may be a tethered jailbreak for that firmware, but not an untethered one for sure. The people that find exploits said they wanted to wait for iOS 7 to untether so the exploits wouldn't be patched by Apple.

Yeah the evasi0n team is gonna wait till ios 7
