It's the obvious call, because even if you miss a FG from Baltimore still only puts them up 8. And the likelihood of converting one of two two point tries is high enough that expected points is higher if you go there. It's also the only scenario where you create the possibility of a FG being an option, as if you kick the XP a FG doesn't help you late in the game.

What's funny is the total yardage from this game is actually gonna look pretty good because the refs handed one entire drive to them via penalties and they've had two very short fields. Baltimore is probably gonna finish with only around 300 total yards.
