1st and 10, Hurts on a keeper that gets blown up. As he heads to the sideline for a 7 yard loss, he can't throw it away because it's a run, and he knows he has linemen downfield. He throws it away anyway, and they call the penalty. However, it's only 5 yards, AND they get to replay first down. Rule change...if linemen are downfield, you can't throw it away outside the pocket. Should be loss of down and spot foul.

I have a better solution. Ineligible receiver downfield rule should go away.

Defense should get the choice: 5 yards or where he threw it

I say at least extend the yardage they're allowed to move up field! Make it at least 5

The run-pass option was becoming unstoppable so the NFL decided to make this rule a point of emphasis. It has been a bit jarring to watch so far but the players will get used to the new enforcement.
