Yea, that's what actually good qbs do. They know the routes, they know what the defense is doing, he puts the ball where is WR will run under it in open space. Not every great throw is great because of arm talent.

Dak's problem has always been heavy zone coverages, because he doesn't have the best eye discipline. But he is all time elite against cover 1, cover 0 and the blitz.
