Offensive penalties are generally replay down. Holding, illegal motion, offensive pass interference….
The penalty was on 68, but the mistake was on 70. Both players reported, but because 70 (Skipper) lined up on the LOS, he made 68 ineligible. 70 needed to be off the line a yard.
