I have this gut feeling he has been scared into being too risky averse. Don't have any footage to back that up, since broadcast never show the angles, you need to even see what is happening on all the routes
But there are graduated situations. You can be more aggressive there. Just don't be stupid. Dak could have throw a pick 30 yards downfield and it would have been fine.

No. We would have no idea how that drive was going to go. You go fast and save as much time as you can between plays so you can run the football if necessary.
It's the offense. Most of the routes are inside 10 yards. It's not Dak just dinking and dunking.
