We are a large cement producer in Texas looking to hire a construction materials/pavement engineer/ business development manager. The person would live around central Texas to Houston and is responsible for working on pavement related projects. This person typically has a civil engineering degree with 3 to 8 years experience working in geotechnical, land development, or general civil work. Having worked for a contractor is also applicable. This person must be a self starter and work well from home with a self determined schedule. If your interested or know someone who is, please message me.

The position is often involved in the design of projects or needs to be able to "hold their own" in that arena and have credibilty, however for the right candidate we might change that requirement.

So, you are looking for someone to do some project development for paving jobs? Like identify projects, develop and quantify their scope of supply, and then find contractors to bid the work using your company's construction materials and cement? Are these public contracts, or private? Is your company acting as a GC?

What kind of projects / design? For who? There's multiple degree's who work in the industry just like there's many who don't have degrees.

Kind of, but from a design perspective. What you have described is the role of our sales team, which is not this position. We ask this person to work with predominantly private projects, however they do work with public agencies as well. They will often educate the owner or designer on optimized methods to design and construct the facility to save initial cost, maintenance cost, or time of construction. This person then works with the sales team to hand off the lead at time of bidding. We are usually a cement supplier in Texas with certain markets we are also a concrete and aggregate supplier. Fortunately for us, the design community is terrible at pavement design and we step in and actually provide consulting value.

This was generally answered in the post above, however we are focused on the structural design of the pavement, and most often work for owners who were not properly consulted by their Civil Engineer and we help ensure the design is optimized for their needs. We also work with paving contractors and general contractors who need this type of help.

We also provide a fair amount of training and education to the Civil Engineering Community to help them better consult to their clients. I actually serve as an industry advisor to the TAMU CVEN 400 capstone classes each semester.
