DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Provides management support for the Utility Analysis Infrastructure Support Group. Identifies, evaluates and makes technical recommendations on the water distribution and wastewater collection system. Coordinates and researches information needed to process Joint Referral Committee requests and prepares written response. Prioritizes and responds to service requests. Interfaces with other Public Works and Engineering staff. Interprets and implements basic rules, regulations, policies and procedures in day-to-day operations. Researches and composes inquiry responses to the public or city departments, and other documents for management. Performs other duties as assigned.

WORKING CONDITIONS
This position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis.

This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS:MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Civil Engineering, Business Administration, Physical Sciences or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, geotechnical, environmental or a closely related field are required. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

MINIMUM LICENSE REQUIREMENTS
Requires a valid Texas Class C driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES:Preference shall be given to applicants with experience in design/construction, project management, and utility modeling/review; working knowledge of the City's GIS and ILMS systems, water/wastewater capacity reservations, construction documents, utility districts, and contracts; good communication skills and the ability to interpret and explain City procedures to the public and other departmental entities. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

However, the department may administer a skill assessment evaluation.
