Fixed or Variable Tuition Lock Decision

My wife and I are looking at the Fixed vs Variable Tuition Lock Decision and have questions. It appears that the Variable will not go up for the 25'-26' and 26'-27' school years and my kids will both be freshman in the fall. Why does the estimator tool show the Fixed as costing ~$1000 more per year vs the Variable? With what appears to be $2000 savings over the two years it is making the decision difficult. That said, since the tuition will have been frozen since 22' there could be a significant jump in 27'-28' that is more than the $2000 saved.

I did fixed with my son and variable would have ended up being cheaper.
