I could not find a forum that would be a good one to post this on so this one was the closest I found. I registered for parking passes and got put on waitlist as 470. Is there a chance of me getting that parking area and does the list ever move?

From what I've read on parent Facebook groups, it is not likely you will get a spot for Fall 2023 (but it is not impossible), but don't reject the wait list because you might get parking in Spring 2024.

I don't have first-hand experience with this, but this is what I've seen people saying to those with a similar question.
