It's the governments of a number of blue states that are demanding it.

Rob Bonta is the Democrat Attorney General of California. That is who is demanding content-monitoring of CNN.

It is Democrat state governments that are trying to block the merger if they cannot gain, or perhaps maintain, control of news coverage and commentary.

It's a little confusing. The article does not explicitly state who is pushing for content monitoring. Is it Rob Bonta or is it Paramount?
