I see this everywhere on this board, to the extent that it is an obvious concerted strategy. It's an interesting progression. Start a discussion with a false assumption without addressing the obvious false assumption.

It's an interesting tactic, and easy to fall into an argument that frames the actual message that is trying to be communicated as a given fact.

The pervasiveness of this and desperation of using it so often makes it very transparent, to the point of comedy.

Agreed, it's used by propogandists.
It's done to put you on your heels so immediately your response is off balance as it necessitates simultaneously addressing their false premise. So the debater immediately needs a broader foundational knowledge. This is especially difficult when that point does have a small nugget of truth but it's taken out of context. So although it's contorted or maybe not of complete relevance it's not completely a lie.

The debater is suddenly arguing a multi-front argument

One thing Vance is good at is attacking the foundation of loaded questions. It's funny watching moderators and 'journalists' get thrown off.
