I'm Actually ok with this and agree.

It's not fair to dogs to keep in a city with no yard to run and play in.
It's selfish of people to keep a dog (or dogs) locked up in an apartment or town house and only let them out on specific walks.
It's not fair to people to have to deal with dead grass from over pissing or turds sprinkled through the sidewalks and rare grassy areas.

Interesting number. And doesn't pass the sniff test at all.

But, let's say they really were going to do that. They'd run out of bullets.

I think we all know how it might be done and I don't think those methods would go over very well.
