Someone would have to be pretty damn stupid to go after cartels as a private citizen, but this won't pass anyway.

If that bothers you, wait until you find out they are thinking about adding three tags to Texas hunting licenses to allow the taking of illegals. No restrictions whatsoever other than the limit of three.

Oh I don't know. Erik Prince and a Blackwater type of org with mercs? When I was young I remember Soldiers of Fortune had classified ads for mercenaries. They went to where they would be paid, even if that meant Angola or Idi Amin's regime (or similar). Cartels employ killers but not necessarily highly trained killers with military backgrounds. Capitol intensive to set it up but if the payoff is there to be made?
