These type of programs are not new. Difference is that under R admins there is vetting and under Ds there is no vetting and they usually take the fee in gold bars, purchases of paintings and Ukraine board positions.

This is a common practice all over the world, and even the US previously. In the 90s, $500k would buy you residence in the US, this is how George Soros got into the US, despite being a convicted felon.
