To be fair, the words nation, state, and country are often used interchangeably but they have different meanings in different contexts and also different etymologies.

In my view: state is an organization of government for a geography.
Nation is a group of people with a common culture under one government
Country is a geography with recognized borders often denoting the home territory of a nation.

Like California, there are some really beautiful and historic sites in NM.

It's also the only place where I heard a left-wing talk radio station. (Santa Fe)

Fortunately, once you get away from the indian reservations and big cities, the people are more like West Texans

Varies by state, IIRC. New York state doesn't mind carpet baggers, for instance.

Not sure of the exact wording in the state constitution in California, if they have to be domiciled in Cali when taking the oath, maybe? But should be worth asking the question as it reinforces that he committed mortgage fraud if he asserts he lives in Cali.
