We went through the trouble of setting everything up so we can bid on gov jobs, only to find out the paperwork and processes suck and you can just hire a firm to submit your bids for you (normally an Alaskan Indian woman or black woman's firm) and they sub it out to you when it's rewarded to them and keep a piece of the pie.

Sounds like Trump's DOJ may have used Comey's "no reasonable prosecutor" standard after determining there was no "credible" evidence of wrongdoing.

Also, he hasn't arranged any contracts, wasn't a public official when he allegedly took the money, and can't conspire with an undercover government agent.
