This will likely lead to very little in terms of actionable consequences. The difference between, say, a cartel and an organization like Antifa is that there is, by design, a lack of specific national leadership.

I assume the first step is to label them a terrorist organization and then use that label as justification for investigations trying to line up all the points on the pin board. Does this mean only groups that label themselves explicitly as Antifa are at risk? Or will they include subsets like the local "X for arming X" groups that the Kirk shooter was connected to?

Does this establish probable cause to pull over

Here's the irony regarding Portland. I had a friend who is an absolute left wing nut job. Emphasis on "had." He is in a mixed race marriage. His wife is black. When he was "getting out of Texas" they took a cross country trip to decide where they wanted to live. He told me that Portland was one of the most racist cities they visited of all the liberal bastions they looked at.

It was not random or organic, someone sent the exact same kits to multiple campuses. Now they can be charged under RICO I think and while Soros may not have much time left, his son likely won't want to spend the rest of his days in a federal prison.
