Yes, the hired manager convinces the Board they should paid more due to all their "hard work", they then have a much easier time increasing pay for the hired mgr. It's a circular pay scenario and goes on all the time with Boards/Councils/Trustees.
Which is why I pointed out that the Trustees are fiduciaries. They have a higher standard of care than board member or director. They are accountable if is there is financial malpractice.
