DC is one thing, it's the federal capital and not part of any state. If the city is not taking care of its people, the next level is the feds.
Chicago and New York City need to be handled by their states. If the city is not taking care of its people, the state needs to intervene. Much like Abbott did for Austin when they defunded their police during the BLM riots and fallout.

Meh, when the state and local authorities not just fail to enforce the laws the state and local citizens have voted to put in place, then we have a problem that can only be solved by federal intervention.
This becomes particularly acute when those same jurisdictions have said publicly and repeatedly that they will not enforce federal laws and will interfere with federal enforcement of federal laws.
There are mechanisms that allow the federal takeover and I believe Team Trump has their legal ducks in a row on this.
At the very least, a strong argument can be made that lawlessness, violence, etc in certain areas represent a danger to ALL citizens of the United States.
