Certainly no expert but to me from the video it looks like the coast guard was chasing down the Philippine ship and wasn't paying attention to its own navy boat. I like to think that the Philippine ship consciously maneuvered to facilitate the collision between the chicom vessels.

Had the same thought... that Filipino helmsman deserves all the beers when he gets back to shore.

Very unlikely. References mention the PCG Suluan had been evading both vessels and they'd nearly collided twice before.

At the end of the clip the PLA Navy vessel continues to pursue for a bit and appears to attempt to clip the stern of PCG vessel one last time as it veers away to support the CCG vessel's recovery.

Was funny to watch at the last second two Chinese sailors throw a bumper out over the bow just before the collision. Didn't help much at those speeds....classical "Oh, SHEEET" moment when you think your being bad arsed and then realize you are about to embarrassingly, and publicly, screw up. And the victim you've been persecuting is going to be laughing their ass off at you....

Disputed territorial waters. In short, China grabbed a number of coral and sand bumps in the South China Sea and turned them into islands with airfields and ports. Then claimed all the waters around them were in their territorial waters (though outside their internationally recognized boundaries). Problem is, it infringes on both Philippine and Vietnamese claimed territorial waters and international free travel waters...and they aren't backing down.

There's oil in the those waters....

CCG is obviously a collectable card game and per google AI, PCG could mean the ticker symbol in the NY Stock Exchange for PG&E Company or it could be the Pentecostal Church of God or an NGO called Public Consulting Group.
