It's not. But party leaders are given an unlimited time to talk versus the typical 1 minute of regular House members, so they call it the "magic minute".

He either gonna try to beat out Kevin McCarthy's record (8 hours and change) or delay long enough to forestall the vote until too many members have to leave for the holiday and spoil away the July 4th signing.
