It is for some people, and I think the 10% estimate is way low considering how many people throw away good opportunities and risk very severe consequences to obtain and/or use it. If a substance makes you feel the need to do very dumb and very risky things with very severe consequences to keep using it. It is addictive.

And then admit to the police that your intention was to give them to your teammates. That's called distribution - doesn't matter they are being gifted and not sold. So they got him on smuggling and distribution.

Great point about the distribution aspect. He may very well draw a death penalty that's actually carried out just to make an example out of him. Hard to understand how anybody in his situation could be so stupid but he's definitely earned the consequences.

Millions of people feel the need to murder someone every year. It is a very stupid decision that leads to severe consequences. If someone does it anyways, is that proof that they are addicted to murder? Or just that they are idiots more concerned about short term satisfaction than long term consequences?

In a less drastic scenario: is everyone who drinks and drives addicted to alcohol? Or just idiots who make terrible decisions to benefit themselves in the short term?
