I think it's mid-90s jargon from back when a lot of ATMs were from the Pulse network, but maybe it's more of a Houston slang to refer making ATM withdrawals as "pulsing money out".

I remember being a kid in the early/mid 80's and my parent's called the debit card a pulse card then. I also remember before this my parents would write a check at the customer service department of the grocery store to get cash if it was outside of banking hours.

Well you see the victim didn't use common sense. He should known better than to, checks current slang, utilize after hours banking and cash withdrawal services from the automated teller machine machine at that location due to it's very non-color (race) blind location
